Luis Alvarado is Chief Executive Officer of NO.17 Foundation, a venture philanthropy and systemic financing platform incubated within the TPC Group (Tsao Pao Chee), a fourth-generation Asian family business with more than 120 years of history, dedicated to regenerative investments to transform markets. Global leadership at the World Economic Forum
Before joining the TPC Group, he was Global Head of Strategic Philanthropic & Public-Private Partnerships at the World Economic Forum, where he co-founded and led GAEA (Giving to Amplify Earth Action), a global network of major allocators of catalytic capital that has aggregated more than 200 billion dollars in impact capital to address challenges in climate, nature, health and development.

Climate finance and public-private partnerships
During his time at the World Economic Forum, he played a key role in launching the Mission Possible Partnership, funded by Breakthrough Energy and the Bezos Earth Fund, helping to catalyse global coalitions of companies to accelerate the decarbonisation of hard-to-abate industrial sectors.

Governments, public policy and international relations
He has held senior positions in governments and public organisations, including his role as Senior Strategic Policy Adviser to the Government of the United Kingdom, advising on energy resilience, climate adaptation and crisis management. He previously advised the Spanish Parliament, the Presidency of the Cabildo de Lanzarote and the Government of the Canary Islands on international relations.

Foundations, cities and international governance
He was Head of EU Public Affairs and Senior Advisor at the Rockefeller Foundation's 100 Resilient Cities initiative, overseeing strategic city portfolios in Europe and the Middle East. In Brussels, he held elected and executive positions at the European Youth Forum, leading policy advocacy and the negotiation of key European Union policies.

His leadership has been recognised internationally through awards and distinctions from institutions such as the Atlantic Council, the Obama Foundation, the European Parliament, the Lisbon Council, the College of Europe and the Schwarzkopf Foundation. He holds a Master's in Sustainability Leadership from the University of Cambridge, a Master's in European Public Policy and Administration from the College of Europe, and has studied at the ULPGC and the London School of Economics & Political Science.
